Audrey Clement Impressed AGLA, Republicans, at NRECA

Hello Yupette,

The Arlington Gay and Lesbian Alliance held its monthly meeting at National Rural Electrification tonight as did the Arlington Republican Party. The AGLA candidates' debate didn't happen because Patrick Forrest didn't show up and AGLA decided to call the debate off and socialize with the candidates. County Board (except for Zimmerman) showed up and a lively discussion occurred among the candidates and AGLA leadership. Unfortunately, only a few of the AGLA rank and file attended.

Audrey Clement made a good impression on the AGLA leadership, who are on a first-name basis with the County Board. Audrey then stunned AGLA and the County Board by moving next door to the ACRC monthly meeting and addressing and taking questions from Republicans. She received loud applause for her fiscally conservative positions against wasteful spending by the County Board. It was one of the most impressive performances I've ever seen by a candidate for public office.

NO doubt in my mind. Audrey Clement is fiscally, socially, and environmentally responsible and will be an excellent County Board Member.

Where are the French?

First it was the Japanese. Then a couple Germans and the Koreans. Now the rest of the Germans. The Italians have one foot in the water. But except for a fleeting presence through American Motors, both with Simca as a subsidiary and later with Renault as an owner, the French -- who dominated the global industry in its formative years in the 19th century -- are nowhere to be found. Why?
Now it may be that Renault's control of Nissan represents de facto entry. Certainly purchasing is handled on a global basis, and there's cooperation in engineering. It may be that some Nissan products currently on sale in fact use a Renault platform (Perhaps one of my readers can fill in the gap.) But the absence is puzzling.
That's even more true of PSA (Peugeot-Citroen). The last time I looked (I'm probably showing my years!) they were doing well in Europe and solidly profitable. They keep up with technology, as seen in the customer base of the winners of the PACE Supplier of the Year innovation award for which I'm a judge. They're simply not here.
So what is their strategy? Do they believe that sufficient technology resides in the supplier base that they do not need sheer size to fund the R&D for tomorrow's products? Are they making enough money in small cars that they've chosen to "stick to their knitting" -- not venture into segments with which they have no experience -- and are therefore passing up the US market with its cheap gas and penchange for fuel guzzlers?
I don't know, but I've started to think about the variance in such "macro" strategy across the top vehicle assemblers. Suzuki strikes me as the closest analog, but they have a strong base in India, though it's probably no longer accurate to say that they dominate the market through their joint venture Maruti. Then there's Daihatsu, but they were gobbled up by Toyota and so, for better or for worse, are shackled to the small vehicle niche. Daihatsu long ago exited the US market; Suzuki seems likely to. So maybe PSA made a sensible strategic decision, and refused to join the herd in entering (and now exiting) the US.
My curiosity is piqued, but I have no answers.

Many Dems Fed Up With 'Old Guard'; Considering a Young Dem for County Board

I'm a 30-something Arlington Democrat and former ACDC precinct chair. Like many younger Democrats I'm fed up with the way the 'Old Guard' runs the Party and Arlington County. I'm voting for Audrey Clement in November. I've had it with Walter and Mary. Yes, in fact the developers run the County.

FYI, younger Democrats are looking for a Young Democrat to run for Barbara Favola's seat if she should move on to state senate. Two names that are mentioned are Stephanie Clifford and Kim Klinger. We do not want Libby Garvey or any other member of the Old Guard who has been around forever running for County Board. It's also time for Chris Zimmerman and Jay Fisette to move on.

News from Alexandria isn't good. The out-of-state Carpetbaggers are ruining Alexandria, aided and abetted by local pols and absentee property owners who have allowed their properties to deteriorate while they luxuriate..in places like the Gold Coast of Florida, and Hawaii. It's like Reconstruction after the War Between the States.

Developer, Consultant, Planner, Lawyer Carpetbaggers are drawn by BRAC like flies are drawn by sugar to the West End of Alexandria, where they're trying to inflict Club Hedo on hardworking middle class Virginians who are maids at Mark Center, salespersons at Landmark, and attendants at the yuppie health clubs. More than 2200 affordable market-rate apartments are going to be eliminated via mixed-use yuppification, forcing workers to commute 40 miles one-way from the outer-outer suburbs. More 'Smart Growth'.

This is what we get from electing a Mayor who's not only pro-development, he's a GD developer! Another 'model minority' who appears to hate minorities. Like...guess who? Barack Obama.

Oh, forgot to mention, there's a couple more Club Hedo marinas planned for the waterfront in Old Town and the present GenOn generating station site.

The new Sun Gazette Web Blog is a mess. It's difficult or impossible to post comments. It seems the blog's software bugs aren't going to be fixed and Scotty doesn't care. He (apparently) is no longer allowed to run the SG's news blog, and the SG's newsroom, as he pleases. All he CAN do is post press releases from the County Manager's Office, Arlington Chamber of Commerce, real estate sales reports, etc. This is the guy who who awards 'C' grades to any candidate for County Board who doesn't go along with the County Board's status quo dumb growth program. Well, his current grade is 'F' in Journalism 101. Time for Sarasota Scotty to move on...to Sarasota.

County Residents Expressed Widespread Dissatisfaction with County Board on September 17th

I viewed the public comments at the opening of Saturday's County Board meeting and it appears that's there's widespread dissatisfaction with the way County Government is operating. County residents from across the social, economic, ethnic, and political spectrum expressed dissatisfaction with the County's bureaucracy which is apparently not capable of addressing longstanding problems and opportunities (homelessness, code enforcement, traffic, moderate income tenants facing eviction, renewable energy, library operations) but is focused on sports, entertainment, recreation, and helping out-of-state developers fast-track mega-redevlopment projects no matter what the consequences for nearby communities.

Arlington Republicans Will Nominate Kelly for County Board if Favola Wins

Hi Yupette,

News from my neighbor, who is a member of the Executive Committee of the Arlington County Republican Party, is that Mark Kelly will be the party's nominee to run in a special election next year if Barbara Favola wins her race for Virginia State Senate. The decision was made at ACRC's Executive Committee meeting last Sunday.

ACRC also decided not to endorse Audrey Clement for County Board. My neighbor, who is a moderate, said the neocons who control the ACRC had a laundry list of reasons for not endorsing her, most having to do with environmental issues.

ACRC's young tea partier neocons are eager to make a special County Board election a referendum on the County Board's fiscal and social priorities.

Can an Automaker Incentive Battle Goose the Economy?

As the economy wallows in the doldrums, is there any cause for optimism? The outcome of the European debt crisis is still unknown, and we know how markets despise uncertainty. There are still plenty of uncertainties associated with the so called “Arab Spring” uprisings in the Middle East, and those could be with us for a while. While fuel prices have somewhat moderated, they remain high. The country’s credit rating took an unnecessary hit, although plenty of money seems to still be seeking to buy our debt. When the Dow fell dramatically after the downgrade of our credit rating, much of the money that left equities found its way into our “downgraded” Treasury bonds. Either the European debt crisis or our government being hamstrung by ideologues has sent the Dow on a downer after the debt ceiling crisis “semi resolution.” The 12-member “Super Congress” still has an important job to do, and there is additional uncertainty attached to that, that will take weeks to resolve.
The economic recovery that seemed so promising 10 months ago has stalled. Real estate prices continue to drop in many markets with many foreclosed properties not even listed to lessen the perception of burgeoning inventories of distressed merchandise. In Las Vegas a realtor friend mentioned that 50% of her deals these days are cash, as many properties don’t qualify for a certificate of occupancy and can’t meet standards for a mortgage. Only 20% of real estate market sales are “conventional sales,” she says. To put this in perspective, previous Federal Reserve Chairman Alan Greenspan says we shouldn’t expect any kind of robust recovery until home values rise at least 10%. His comment was made in an interview before values retreated another 5%.
Unemployment has plateaued at about 9%, with under-employment and fear of unemployment stifling consumers’ will and ability to buy. The President’s new jobs plan has been met with a collective yawn by Congressional Republicans. It is yet to be determined if can even pass, let alone actually make an impact if passed. The first stimulus package of the Administration managed to stem job loss of 780,000 per month, but did not achieve its stated goal of keeping unemployment below 8%. Despite stemming the job loss, the word “failure” is bandied about in political circles. As it turns out, the initial calculations of how much stimulus might be needed were based on preliminary numbers, which showed the economy contracted 3.8% in the last quarter of 2008. Once all the numbers were in, the real numbers showed a 6.2% retraction in that quarter. It turns out that to do the job promised, Paul Krugman, Nobel Prize-winning economist and New York Times columnist was correct, the stimulus needed to have been twice as large. Regardless, we are where we are, the original stimulus has exhausted its funds, the economy is stagnant, domestic auto stocks have tanked, and recovery has been stopped in its tracks.
This economic downturn isn’t like our previous ones. This one was caused by a financial crisis, with a near-collapse of the financial system averted at the last minute by government intervention. In my own business career, I recall the auto business being a major player in dragging the country out of economic stagnation. In late 1971, Pres. Richard Nixon repealed the excise tax on automobiles, touching off a spurt of business that pulled the economy out of stagnation and carried us forward to the first 10 million unit sales year in 1973. That momentum was halted in late 1973 by the OPEC oil embargo, fuel price spikes, and the associated economic downturn. Chrysler and Joe Garagiola helped pull us out of that one in 1975 with the “Buy a Car, Get a Check” promo. We then went through the Iranian hostage crisis in 1979, another spike in fuel prices, inflation, and the recession associated with the Carter/Reagan era and the first Chrysler bailout. Chrysler’s resurgence helped lead the economy out of the depths. In the past 10 years, GM led the industry and the economy out of the doldrums caused by the Sept. 11 attack with “Keep America Rolling” and 0% interest. That was followed by the “Employee Purchase Plan.”
This time around, we experienced the recession, the near insolvency of the banking system, a real estate crisis of epic proportions, and one that stubbornly hangs on, the temporary disappearance of financing of all kinds, bankruptcies of two of the three domestic automakers, and unthinkable job loss. After the restructuring of the auto industry, and a less than perfect “Cash for Clunkers” program, and a brief period of revival, any forward momentum has stalled.
Currently, new vehicle inventories are low. This isn’t a particularly abnormal situation for this time of year, as it is typical for dealers to clear out previous year’s stock to make room for the new model year’s models. But Japanese manufacturers, in particular, have lost ground against their competition because of the supply interruption caused by the tragic Japanese earthquake and tsunami. And they want their marketshare back. According to Kelly Blue Book, Japanese brands were approaching 40% of the U.S. market. Bus since April, that share has fallen to about 30%. Most SAAR projections are running behind pace, including my own. People are talking about an incentive battle from now through the end of the year. As Japanese brands gear up, domestics are expected to respond. And the domestics now have a much lower breakeven point than before their restructuring.
Incentive wars usually drive down used-vehicle values. But we have been experiencing an acute pre-owned inventory shortage. Dealers would welcome some relief.
Rental fleet replenishment is still in long-cycle mode. Wouldn’t it be nice to rent a vehicle again with less than 25,000 miles on it, riding on smooth tires? Can a case be made for a production orgy and short cycling of rental vehicles for a period of time as we had in the 1990s? For all the negativity attached to “push-marketing,” could this be an ideal time for it? The idea of manufacturing plants running at full capacity, paying overtime and adding shifts, and the trickle down through the supplier base and the financing community sounds pretty good right now. And the market could use a supply of low mile pre-owned units. Customers of Hertz, Avis, Dollar/Thrifty, etc., would be happy. And perhaps the auto industry could help touch off recovery like it has in the past.

Getting the best fuel efficiency

These days money is tight and people are looking to save by cutting down gas bills. A lot of them want to buy a car that is smaller and therefore more fuel efficient, or is it? They fail to realize that it will likely cost them more money to purchase a new vehicle vs sticking with what they have and paying maintenance and the extra gas it consumes. It could take years before you're able to pay off your new investment by savings in fuel. Instead why not just keep your current ride and save money by driving more efficiently?

The big myth is people have the common belief that the car makes the biggest difference for fuel economy. This is 100% false, if you buy a Honda civic or a Toyota prius and drive it with a lead foot it will be just as bad as anything else. This is why you shouldn't change your car but change the way you drive. A common thing on the road is jack rabbiting at the sight of a green light, this wastes fuel and puts unnessecary wear on components, take off smoothly, your passengers will thank you as well. It's important to also accelerate at a moderate pace this will let you get to speed quicker and get the revs down sooner. Accelerating slowly means the engine stays at high revs longer and burns more fuel as a result. The other thing that is common is to keep your foot on the gas right up until you start braking. If you see a light go red take your foot off the gas (getting there first isn't going to get you anywhere) allow the car to coast in this time, it will also slow down which means your brakes have to do less work.

Use manual mode to downshift when passing
On the highway try keeping closer to the speed limit, you would be amazed by the amount of fuel it takes to keep your car at highspeeds. After about 100Km/h or 62MPH fuel consumption will increase drastically. Staying near the speed limit will keep your consumption low because keeping you car moving at those speeds requires little fuel. If you're in stop and go traffic with an automatic car don't hit the gas to move up ten feet and stop again, just release the brake slightly and let the car roll up, once again this saves your gas and your brakes. Another common belief is that if you're going down a large hill you should put your car in neutral and let it roll down. This does not save you gas because most cars will cut off fuel to the engine and let the wheels keep it moving. Keeping it connected will also help you maintain your speed and control of the vehicle without using your brakes. If you put the transmission in neutral the engine will have to use gas to keep it idling for no reason. Also if using an automatic transmission that includes a manual mode you can use that to downshift manually to pass or get up a hill if your car is hesitant to downshift. In cases such as these it's better to use a lower gear than stay in top gear.

In using these techniques you should see an increase in fuel efficiency and a decrease in vehicle wear. This will make even vehicles that aren't great on fuel better. Chances are if you're getting high fuel consumption it's not so much the car but your driving habits.

Closed Door Deals by Non-Residents to Facilitate Big Box Retail in South Arlington

The Planning Commission deferred and County Board on September 17th will defer amendments to Zoning Ordinance Sections 19, 26, and 27A regarding limits put on developers who want to build big box retail stores in Arlington. Like a proposed 120,000 square foot WalMart store proposed for the Rosenthal vehicle storage lot at I-395 and Four Mile Run.

Original intent was to limit additional retail development to a maximum of 50,000 square feet and 200 parking spaces. This made the County Board's developer friends and campaign contributors very unhappy.

Consequently, the County Board instructed the County Manager (a Fairfax County resident), Economic Development Director (also a Fairfax County resident), Planning Director (also a Fairfax County resident) and County Planning Staff (almost all live outside Arlington) to come up with revised zoning to enable out-of-state big box retail to build stores in Arlington. Did we mention that attorneys and consultants who aren't Arlington residents are also involved in the closed door negotiations?

So where does that leave Shirlington, Fairlington, Nauck, etc., residents? Totally ignorant of whatever deals are being concocted to benefit everyone but them. Stuck with another mess, on top of previous development messes. When will it end? When there's total gridlock in South Arlington, in about 5 years. At which point the persons responsible will be retired and living on a rancho deluxe in Montana.

Zimmerman Tells DES, Planning, to Ignore Flooding Potential From Pike Redevelopment

Hi Yupette,

As you may have heard, there was significant flash flooding in the area along the Falls Church-Arlington border last night and also flooding along Four Mile Run and on streets and roads throughout Arlington.

You may not have heard that County Board Chairman Chris Zimmerman told DES and Planning to ignore concerns expressed by DES and Planning employees about the potential for major flooding resulting from Columbia Pike redevelopment.

At this point Mr. Zimmerman just wants to get his trolley through the planning process and any concerns expressed by anyone on County Staff about massive flooding on the Pike resulting from massive in-fill redevelopment are simply not allowed. It's reached the point where several members of the DES engineering staff are considering finding other employment rather than sign off on the Dover, Kohl in-fill plans.

County Board to Build $45 million Multipurpose Activity Center Next to Aquatic Center

Hello, Yupette,

Talk here at PRCR is that the County Board gave Parks and Recreation the go-ahead to build a 90,000 square foot (2 acres of floorspace) multipurpose activity center next to the Aquatic Center.

As presently planned, the building would contain basketball courts, squash courts, racquetball courts, a free weight room, a Nautilus room, exercise rooms, yoga rooms, saunas, and so on. Plans are still being discussed with the County Board. Mr. Tejada wants the building to be considerably larger to allow indoor soccer, and he's making promises to the Latino community that they will be able to play soccer year-around if he's re-elected.

The projected cost of a 90,000 square foot activity center is about $45 million. The Aquatic Center will cost another $50-55 million. About $35 million from the 2004 bond issue has already been spent on Longbridge Park. So figure $130 million or so for everything. And add another $20 million if Mr. Tejada gets his way.

This will be discussed with the County Board at a CIP meeting after November 8th, so nothing is final.

CVT transmissions: My thoughts


The culprit
So today at work I had to deliver a Nissan Sentra which was equipped with a CVT transmission before I go any further I should explain this would be my first time I drove a CVT equipped vehicle. The only other time I've driven is just moving them around in a parking lot which doesn't really let you get a good feel of how it works. Before I give my opinion I will explain the benefits and what the big difference between CVT's and conventional automatics are.


CVT transmissions can work a number of different ways but the most basic method is having a set of pulleys and belts that shift up and down on a shaft to alter the angle at which the belt is sitting on the pulleys. This changes the ratio from input to output based on how the pulleys move on the shaft, it is important to note that this doesn't affect the distance or length of the belts in anyway. The big difference between the two is CVT transmissions allow constantly variable ratios meaning they have no fixed gears like a traditional transmission. This allows them to increase fuel efficiency by keeping the engine at it's sweet spot all the time. This also means in theory the car would also accelerate fast due to the engine remaining in peak power all the time. A traditional automatic works based on fixed ratios and has a set number (5 speed for example) this means when the transmission changes gears there is a drop (or increase) in engine revolutions which could take it out of peak power or put it in to peak power.

Now back to my delivery. When I got in the Sentra it of course looks like any vehicle inside the typical labels were on the shifter (P R N D L) however when put into "D" the car drives much different. When you start to accelerate the engine revs up quickly and stays there as your speed increases. I knew this would happen, but what I didn't know was how bad the sound would be. It sounded like an angry weed whacker. It did end of course quiet down when the vehicle got up to speed where the engine dropped to 1100 RPM, so you go from loud to near silence. While I liked how quiet it was cruising a long at the speed limit, getting there is very annoying. This is how the transmission is so fuel efficient because while cruising along it revs low down and upon acceleration it only revs up for a short period of time. However the noise when accelerating is not pleasant at all, I dreaded every stop light just because of that. The other thing I found was the transmission didn't react that great to speeding up or making a pass, it would let the engine rev up but there was always a fair delay between that and actually increasing in speed. This became annoying in city traffic while having to change lanes and quickly pick up speed.

In actual practice the CVT isn't as great as I had thought, the fuel efficiency would be nice but getting it isn't worth the sacrifice in my mind. I think I now know why luxury manufacturer's like Nissan's Infiniti use 7 speed autos instead of the CVT, it's very loud and seems very unrefined as a result. I wonder if soundproofing could solve this issue and a large displacement engine would allow the car to rev lower during acceleration and thus create less noise. I'm guessing it would help to a certain degree but not enough otherwise we would see Infiniti's with CVTs.


Civic Federation's Grade for Candidates' Forum: D

Hi Yupette,

Nice to see the Sun Gazette stopped awarding letter grades to candidates at the CivFed debates based upon elocution and started reporting what the candidates actually said.

But how well did the Civic Federation perform at last night's debate? Not very.

This year the CivFed debates are relocated to Washington and Lee High School Auditorium due to renovation of the Hazel Auditorium at the Virginia Hospital Center.

Candidates who appear at CivFed debates are expected to be prepared and follow the rules. But the Civic Federation was NOT prepared to host debates at W-L High School. There was insufficient parking, directions to the W-L Auditorium were not posted inside and outside the school, the debate's moderator was often confused, audio quality was poor, only a handful of CivFed delegates were allowed to ask questions. Many of the questions asked by delegates were parochial and did not reflect well on the delegates or the Civic Federation. Two Arlington police officers were stationed outside the auditorium, allegedly to intimidate minorities from attending - the Civic Federation is almost entirely white, upscale, middle aged and elderly.

With all that's expected of candidates at these debates there's no excuse for the Civic Federation's leadership to mess up the basics. I'm not holding my breath expecting the October 4th debates to go any better.

Cost of Pike Streetcar System, Street Improvements to Exceed $260 Million

Hello Yupette,

I hope you've been following developments in the Pike streetcar system planning process.

As things stand now, the cost of the Pike's street improvements will approximately equal the cost of the streetcar system. That is, the streetcar system will cost $130 million for 10-14 streetcars. Improvements to the Pike to support the streetcar system will cost $70 million and the Washington Blvd. bridge will cost $60 million.

Only a few months ago, we were told that the total cost of the Pike streetcar system would be $160 million.

Apparently the County Board will pay for all this from the surtax on business real estate, which provides the County Board with about $40 million annually to be used for new transportation projects.

Irene + Isabel = Stop Paving Over Arlington County

Hello, Yupette,

We were indeed fortunate that Hurricane Irene tracked away from the Potomac River last week. Instead, Irene tracked up the Hudson River and caused severe damage from 8 to 13 inches of rain in the Hudson Valley and in Vermont.

Hurricane Isabel tracked up the James River in 2003 and dumped 8 to 12 inches of rain onto Richmond, which also caused severe flood damage.

Question has to be asked: What would happen if 8-12 inches of rain fell on Arlington in 24 hours? Next question: Why is the County Board so fired up about paving over Arlington without any comprehensive analysis of what would happen here if a hurricane like Irene and Isabel tracked up the Potomac?
